A Human Rights Council without the United States would lack credibility," Emyr Jones Parry, the British ambassador, said Thursday. Noting that the European Union had formally endorsed the text, Mr. Jones Parry said, "The job now is to get clarity on what the U.S. wants."

Those working for acceptance argue that provisions in the plan for direct election of members, formal review of member nations' rights records and suspension of gross violators would make it less likely that abusers could join.

They also claim that a requirement that new members be approved by a majority — a minimum of 96 votes — would eliminate violators from membership. The formula weakens the requirement in the original proposal, made by Secretary General Kofi Annan, for a two-thirds vote for new members of a Human Rights Council.

Mr. Roth also contended that Mr. Bolton's absence last fall and winter from some 30 meetings of the group drawing up the proposal led other countries to conclude that the United States was not fully committed to it. {GREAT!}

In a crucial meeting with Mr. Eliasson last month, in which countries laid down their demands, Mr. Bolton did not mention the importance to the Bush administration of the two-thirds vote. He has since cited its omission as one of the reasons for the United States objection.

"The State Department was trying to communicate to the U.N. that the two-thirds vote was an important part of the U.S. position," said Tom Malinowski, the Washington director of Human Rights Watch, "and there was quite a bit of surprise in the department that Bolton didn't bother to mention this to Eliasson."

Patriot Act Move Closer to Passing

The Senate has voted 89 to 10 in favor of the controversial reauthorization bill (H.R. 3199) which comes a day after passage of a related bill to "improve protection of civil liberties" in the war on terror. That was on Wednesday, March 1, when the Senate voted 95-4 to approve S. 2271, Sununu Amendments to the PATRIOT Act reauthorization bill.

Lets just say Joe Anybody is proud of how his Democrat Senator voted on this issue. Nice Job Wyden!

With the House of Representatives passing the measure in December, it now goes to President Bush to sign into law. The House will vote on the Sununu amendments next week.
It approved the reauthorization bill last December.

I see that 16 provisions of the act set to expire next week, the measure would make 14 of them permanent and extend two others by four years.

As for changing sides, Byrd's got a favorite phrase, from the poet James Russell Lowell:
''The foolish and the dead alone never change their opinions.''


......It's been a long day ...... so just one last comment; Sen Byrd said "This new proposal would erase too many of our freedoms guaranteed to the American people," Byrd added in a statement to The Associated Press. "In essence, this legislation says that the Bill of Rights is right no more."

His position allies him with another No voter,
Sen. Russell Feingold, D-Wis, a relative Senate newcomer who nonetheless foresaw potential problems with the "Original Patriot Act" before Byrd or any other member of the Senate.
